The attached documents provide the outcomes of a Comparative Study On Recruitment And Salary Practices in Angola which was one of the basis for the definition of the VLA rate for National UN Volunteers.  The approval fax of the initial level of the VLA rate is also attached as well as the fax from the UNDP Country Office in Angola confirming that the salaries of all UNDP local project staff is established and paid in hard currecy (US$). This is to justify why the VLA rate for National UN Volunteers should also be established in US$ rather than in local currency as stipulated in the Guidance Note.
